People have done lots of testing and it the general consensus seems to be that there is maybe a 10% buff to drop rates for master as compared to legend. Also 30 runs on master and then 2 on legend is nowhere even ...To my understanding the drop rate of exotics is supposed to be 25% for Legend and 30% for Master Lost Sectors. I've done most of them on Legend but I did do several hours of Master for a few of them and I'd say my rate feels like 33-40% overall. Bray.tech is saying that Nothing Manacles have a 31% chance to drop as the exotic item.

AFAIK in Destiny 2 only the power level is set when you get an engram. Been this way since release. Exotics are 99% of the time an engram when dropped but they automatically decrypt.
